Regression: Login error bubbles blurred by the shelf when they overlap |

Issue descriptionChrome Version: ToT as of 09/11 OS: CrOS What steps will reproduce the problem? (1) Run chrome with --login-manager --show-login-dev-overlay (2) Click on the "Cycle auth error" button three times What is the expected result? An error bubble pops up explaining the password error. It has a long-ish error message. What happens instead? The bubble shows up, but is blurred/obscured by the shelf where it overlaps. The bubble should show up on top of the shelf. I believe this bug is related to crbug.com/880225 , since the "flashes" seen there look very similar to the blurred effect present in this screenshot.

Nice catch :-) I think it looks kind of cool hehe :-) @Sébastien how do you suggest we solve this? Show the bubble at a higher z-index?

re:#3 - Not a complete show-stopper as you said, however it does prevent users from clicking on the "Learn More" button if the bubble extends into the shelf. So I think it would be ideal to get it in for M70.

Passing to login-shelf and login screen folks. Probably not an RBS? But if it's an RBS it should be P-1 not P-2.
