Detached, unclosable Title Bar

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10895.49.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.87 Safari/537.36
Platform: 10895.49.0 (Official Build) beta-channel eve

Steps to reproduce the problem:
1. Switching between Android apps and browser
2. Browser not maximized
3. Must restart ChromeOS to clear it

What is the expected behavior?
Title bars stay attached to their apps

What went wrong?
Blank white title bar at top of screen that cannot be closed, obstructs other apps

Did this work before? Yes 68 Beta

Seems fairly random, have not been able to force it yet, but it eventually happens. Only seems to happen with maximized Android apps. Just at some point,the title bar goes completely white, with only the "X". And the only way to get rid of it is to reboot.
