Add Tab Menu

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Click between the next to the window controls in the top right of the Chrome window
2. No tab menu appears

What is the expected behavior?
A tab menu should appear in the top-right edge of the Chrome window. The menu should display all open tabs separated by windows. Next to each entry, there should be a close control to close the tab. Clicking the menu entry should switch to the selected tab.

What went wrong?
No tab menu appears

@Reporter: As we are not very clear about point no.1 in comment#0, what "....next to the window controls" mean? It would be helpful if elaborated on it. And Please let us know if this a feature request.
The window controls I am referring to are the minimize, maximize, and close buttons. This would be similar to the way Opera implements the tab menu, except I would propose level 1 of the menu show open windows, then level 2 would show the tabs open in those windows (illustrated below).

As per the confirmation given in comment#5, this seems to be Feature request. Hence marking it as Untriaged and adding appropriate labels, requesting the respective team to have a look into this and help in further triaging it.

We're thinking about affordances for tab management and heavy tab users, but modifying the caption button area is problematic, which is part of why Refresh moves away from doing that.
