Chrome on Android UI change to all white too bright/distracting for user

Chrome 70.0.3535.2 (Official Build) dev (32-bit)
Chrome 69.0.3497.76 (Official Build) beta (32-bit)
Android O on Moto E phone

Comparing the UI between M69 and M70, the one in M70 is all bright white whereas the one on M69 had gray on the NTP and a black background. A user indicates that the all white interface is too bright/distracting. 

Please see the difference in screenshots, attached. 

Please suggest workarounds or consult with a designer over this.
