Non-Regression : Email Id Tool tip is seen missing on hovering mouse pointer on any user in Sign out screen

Chrome Version: 70.0.3538.15/11021.12.0 Kip,Reks and Daisy
OS: Chrome

Pre-Condition : Sign into 3-4 users

What steps will reproduce the problem?
(1)In sign out screen -> hover mouse pointer on any user -> observe for Mail Id tool tip i.e. it will be easy to identify Email ids if User Name(Ex: Tech M Mahindra) and Email id(Ex: techmlinux@gmail.com) is different instead of clicking on User and clicking on Drop down to know the Email Id 
(Please refer Video)

Expected: Email Id Tool tip should be seen on hovering mouse pointer on any user in Sign out screen
Actual: Instead Tool tip is seen missing and to know the Email Id need to click on User(available at R.H.S) and need to click on Drop down to know the Email Id 

This is Non-Regression Issue seen from M-62

Tooltips are only shown for the active user. It does make it hard if you have multiple users with the same email; +elizabethchiu@ for thoughts on improving this.

If tool tip is available then it will be easy to identify Email ids for Users if User Name(Ex: Tech M Mahindra) and Email id(Ex: techmlinux@gmail.com) are different and instead of clicking on User Drop down to know the Email Id
