What steps will reproduce the problem?
(1)Sign into User ->Click on Uber Tray
(2)Now try to click on profile picture available at User Name and observe Navigation to Change picture page is not seen i.e. it will be easy to change profile picture by direct clicking at Uber Tray instead of opening browser and going to chrome://settings -> at 'People' selecting User name and changing required profile picture 
(Please refer video) 

Note : In Uber Tray -> select Network -> now click on 'Network settings' option and observe page navigates to Network settings page

Expected: Should be able to Navigate to chrome://settings/changePicture page on clicking Profile Picture at Uber Tray to change Profile Picture
Actual: Instead unable to navigate to chrome://settings/changePicture page

This is Non-Regression Issue seen form M-62
