Regression : 'Add person' option is still available even after Clicking on it when network is disconnected in Sign out screen

Chrome Version: 70.0.3538.15/11021.12.0 Kip,Reks and Daisy
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Now at Uber Tray select 'Sign out' ->  In Sign out screen turn off Wi-Fi from Uber Tray
(2)Click on 'Add person' -> 'Network not available' page is seen -> observe 'Add person' option is still available even after offline page is available
(Please refer Video)

Expected: 'Add person' option should not be seen 
Actual: Instead 'Add person' option is still available even after offline page is available

This is Regression Issue as same is working fine in M-69

On latest M-73 73.0.3669.0/11578.0.0 issue is working fine i.e. 'Add person' option is not available, this was fixed
