What steps will reproduce the problem?
(1)Sign into User -> Sign out -> In sign-out screen press 'Ctrl+Shift+Alt+R' key to Power wash the Device ->'Reset this Chrome device' overlay is seen 
(2)Now press 'Tab' until focus is on 'Uber Tray'(Focus traverses from 'Shut down' option,'Browse as Guest' and then 'Uber Tray')-> 
(3)Now again press 'Tab' and observe focus is missing and on Next 'Tab' focus is on 'Learn more' 
(Please refer Video)

Expected: After Focus is on 'Uber Tray' and on pressing 'Tab' Focus should be seen on  'Learn more' 
Actual: Instead After 'Uber Tray' Focus is seen missing on 'Learn more' and again on pressing 'Tab' focus is seen

This is Regression issue as same is working fine in M-69


Note: 
1)In M-70 Focus will not traverse through  'Shut down' option,'Browse as Guest' and 'Uber Tray'
2)In M-69 'Uber Tray' is not seen after opening 'Reset this Chrome device' overlay but on pressing 'Tab' Focus is on 'Browse as Guest' and on again pressing 'Tab' Focus is seen on  'Learn more'
