Test.webrtc.org crashes the chrome browser

Chrome Version: 70.0.3538.9
OS: MacOS MAcbook pro

What steps will reproduce the problem?
(1)Goto Test.webrtc.org and click Start

What is the expected result?
All the tests are run green.

What happens instead?
Chrome crashes when the tests are running under Throughput category.

This is very similar to crbug.com/866916

<stability sheriff hat> I doubt it's same as issue 866916 since that's an M69 regression.  This seems to be new to 71.0.3542.0 canary and 70.0.3538.9 dev.  I strongly suspect e6df63454fdf61d917b3b345e70b2b7504ca8a7e "Cleanup lifetime handling in P2P sockets." which landed in the above canary version.
