The counterpart of WTF::Bind in base is base::BindOnce, rather than base::Bind.
Though base::BindOnce will eventually renamed to base::Bind, once the migration has finished, current names are confusing.

We should rename WTF::Bind to WTF::BindOnce as it's less confusing.
