Regression: Blink of disabled save button getting enabled is seen while editing an added printer in chrome://settings/cupsPrinters

OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to user>> Navigate to chrome://settings/cupsPrinters
(2)Add some printer>> Click on 3 dot menu beside the added printer and on Edit
(3)Observe blink of disabled save button getting enabled is seen 

Actual: Blink of disabled save button getting enabled is seen while editing an added printer.
Expected: No such issue should be seen

This is a Regression issue as same is working fine in M69

NOTE: Issue is also seen in M71
