What steps will reproduce the problem?
(1)Recover build >> In OOBE,from Ubertray/Accessibility >> enable Dictation
(2)Hover the mouse on 'X' close button of Dictation dialog box and observe the Close tooltip

Actual: Close tooltip is seen behind/misplaced i.e,not proper
Expected:Close tooltip should be seen properly

This is a Regression issue as same is working fine in 70.0.3511.0/10949.0.0 dev
