Favicon and Page Title Incorrect After Redirect

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1.  Put attached titleTest.php on a web server.
2. Go to the page in Chrome.
3.  Click the "Submit" button.
4.  Enter the original URL (from #2) in the omnibar

What is the expected behavior?
After #2, look at favicon and page title.  Page icon should be "Page Title".
At #4, the favicon and page title should match #2.

What went wrong?
At #4, the Google favicon and title are displayed (see attached).

Assigning to tommycli@, as the current omnibox favicon contact

Naively from the report, it appears the Google favicon is getting associated with localhost due to the Location: HTTP header redirect.  That doesn't sound right.

Removing "security indicator" component, as the favicon isn't considered a security service.

Removing Needs-Bisect, as this was a new feature in Chrome 69.
