App Drawer on External screen does not show applications properly

Issue descriptionUserAgent: Mozilla/5.0 (X11; CrOS x86_64 10895.49.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.87 Safari/537.36 Platform: 10895.49.0 (Official Build) beta-channel cave Steps to reproduce the problem: 1. Open App Drawer on External screen 2. No Icons visible 3. Scroll down and applications show What is the expected behavior? Click on App Drawer and applications should show. Does this properly on laptop screen but not on external screen What went wrong? App drawer not initially showing applications, only after scroll down - This did not work in prior 69 release either but I hoped it would be squashed with the external screen wash out bug. Did this work before? No Chrome version: 69.0.3497.87 Channel: beta OS Version: 10895.49.0 Flash Version: 30.0.0.154 It is just an annoyance. I think it can be fixed, it is okay in build 68

Re #5, thanks for the update, we fixed the issue in M70 as a side effect of another CL [1]. While that CL might be too large to merge back. So I will land a smaller change [2] for this.
