Lock DUTs when migrating to Skylab

The easiest solution would be to lock the migrated DUTs. A more complicated solution would be to change the inventory script to exclude any hostname that includes the "migrated" hack.

> Should just lock them if that will fix it. Locked DUTs won't be listed as broken, and won't appear in the repair list. That's good enough. I note that manually locking isn't a complete fix: we'll want to make locking part of the migration process, too.

Wait, there are two tasks here:
1) Lock the existing migrated DUTs. That's P1, and a deputy task.
2) Change the migration code to lock other DUTs when they migrate.
That can be P2, and doesn't need to be the deputy.
Can we see to accomplishing at least task 1) ?
