Looks like an issue with scrollbar placement in relative positioning in compositing (I couldn't repro on a non retina screen).

Able to reproduce the issue on chrome reported version# 68.0.3440.106 and on latest chrome# 71.0.3551.0 using MacBook Pro 10.13.3 with the URL provided in comment# 0. As this issue is seen from M-60(60.0.3090.0), hence considering this issue as Non-Regression. Note: Issue is not seen on Linux and Windows an specific to Mac retina screen. Thanks!

This is yet another bug that manifests only when the system scrollbar setting is not "Always On". There are at least 2 other bugs that depend on this setting related to stacking order. So the error is in the Mac scrollbar painting/compositing code.
