Onscreen keyboard not working properly on Google Docs

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 10895.49.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.87 Safari/537.36
Platform: 10895.49.0 (Official Build) beta-channel cyan

Steps to reproduce the problem:
1. Change to tablet mode
2. Click on text field
3. Full size keyboard is seen, but no option to change to floating version.
4. More significantly, open Docs. No keyboard appears at all.

What is the expected behavior?
Docs needs a tablet mode keyboard.

The option to use floating keyboard should be available

What went wrong?
Regression from previous beta version

Did this work before? Yes 69.0.3497.73

Chrome version: 69.0.3497.87  Channel: beta
OS Version: 10895.49.0
Flash Version: 30.0.0.154 /opt/google/chrome/pepper/libpepflashplayer.so

The onscreen keyboard does appear in Sheets. Also works here in crbug. I have not taken the time to test other apps. The loss of the keyboard from Docs is particularly odd.

I was able to repro this on Pixelbook on docs in tablet mode running M70-dev.
Hmm, I think docs might've changed something. I can repro this on a Minnie running M69 stable.
(sorry, not stable, beta).

More observations...

Inconsistent appearance of the keyboard in Docs. May be a complex WAI/logic situation.

Tap once in a Doc. The cursor moves to that location. Tap a second time. Sometimes the keyboard appears, not other times. Seems to depend on the second tap being at the EXACT cursor location, but that is extremely difficult to accomplish without selecting text accidentally.
Thanks for the observations. That's the behaviour I get as well. You have to press exactly at the cursor location to bring up the VK.

Docs is tracking this issue at b/113598567 (internal link).
Root issue is https://bugs.chromium.org/p/chromium/issues/detail?id=865090 which should be fixed in M70 and will need to be DI'ed into M69.

Blocking bug says the issue is fixed. Going to mark this as fixed too.
Since the blocking crbug is not public we don't know what version the fix will be merged in, it would be very helpful if that info. was posted here.

Not quite sure, but I think it'll be merged in M71.
