Add User email input field text flashes back and forth after CTRL+Backspace

Issue description

Chrome Version: 71.0.3549.0
OS: CrOS

What steps will reproduce the problem?
(1) Set up chromebook with one user (i.e. go through OOBE)
(2) At login screen, click "Add Person"
(3) Type "asdfasdf" into email field, but don't submit
(4) Press CTRL+backspace to delete the text

What is the expected result?
Text is erased

What happens instead?
Text looks erased like "|" for a split second then switches back to "asdfasdf|" ("|" is the cursor here). The input box keeps flashing back and forth between the two states forever.

Interesting things to note:
I can't reproduce this on a linux build, only on a real device (coral nasher360 in my case). It seems to show up both on views and webui versions of the login screen, so I think this more likely OOBE than views-login related.

Assigning to alemate@ for now since it could be related to the OOBE webui? Feel free to find a more appropriate owner since I don't really have much of a clue what could cause this.

I believe this was a regression in gaia that they have since fixed; it does not reproduce anymore.
