Tabs are extremely-low (unreadable) contrast when using dark GTK theme.

Issue description

Chrome Version: 69.0.3497.81 (Official Build) (64-bit)
OS: Linux

What steps will reproduce the problem?
1. Use a dark GTK theme (I'm using Blackbird)

What is the expected result?
Readable tabs.

What happens instead?
Background tabs unreadably low contrast text. See attached screenshot.

This is a regression. It wasn't a problem util I had to restart Chrome and it switched to the new MD design.

I have a similar issue with the Chuck Anderson theme "Offered by: extensions@chromium.org"

Tab titles have a white text, but when I hover over a tab, the background becomes white as well, making the title unreadable.
This used to be fine so it seem like Chrome 69 applies the theme colors incorrectly.

@1: Can you file that issue separately?  That looks like a distinct issue with how we're doing the hover effect calculations.
