Half Launcher is not completely visible with a11y keyboard enabled

This has existed since the inception of the a11y keyboard.

What steps will reproduce the problem?
(1) Enable a11y keyboard
(2) Type some search into the launcher.
(3)

What is the expected result?
Results are visible

What happens instead?
Results are not completely visible.

Determined the issue with repro:
It only repros when zero state is disabled!

As a result, this will be fixed with the eventual release of Zero State.
