robert.eshak@ Thanks for the issue. Able to reproduce the issue on Windows 10 and Ubuntu 17.10 on the latest Stable 69.0.3497.81 and the latest Canary 71.0.3548.0 by following the given steps above. Unable to reproduce the issue on Mac OS. This is a Non-Regression issue as this is observed from M-60 chrome builds. Hence marking this as Untriaged for further updates from Dev. Thanks..

This is easily reproducible on MacOS X if you disable "Always show toolbar in fullscreen". Fullscreen mode is not usable anymore: you unable to change location "CMD + L", you unable to search using new tab, unable go to another locations using new tab. all keystrokes are ignored if toolbar is hidden(previous versions always show the toolbar on some user input instead of silently ignore it). This is observed with latest update of Chrome on Mac OS today and this is totally breaks my workflow.
