Steps to reproduce the problem:
1. Start Chrome for Android
2. Open new incognito tab
3. Manually close Chrome browser while the incognito tab is open
4. Notice that the "Close all incognito tabs" notification is still available

What is the expected behavior?
The notification to "Close all incognito tabs" should automatically be removed when Chrome has been closed manually.

What went wrong?
The notification to "Close all incognito tabs" is still available, despite Chrome already being closed. The only way to remove it is by tapping on it, which doesn't have any effect since Chrome has been closed already.

Visual issue without any noticeable side effects. I could reproduce this on a Samsung Galaxy A5 (2017) Android Smartphone.
