Fingerprint setup shows up at the beginning of every public session / demo session

What steps will reproduce the problem?
(1) Enroll device into domain that have public session or setup demo mode 
(2) Wait for public session to start 

What is the expected result?
User is taken to the session and sees desktop/browser.

What happens instead?
"Set up your fingerprint" UI is shown at the start of every session, even if you click "Skip"

Yea, I think that we should skip it.

Public session does not require authentication, we neither need it nor should we collect the fingerprint data in public session environment.

Do not show fingerprint setup UI in Public Session.

      Manuall check that fingerprint UI shows during user sign in.
      Run wizard_controller_browser_tests.
