Steps to reproduce:

1. Patch https://chromium-review.googlesource.com/c/chromium/src/+/1216683
2. tools/perf/record_wpr --browser-executable=$PATH_TO_CHROME --story-filter="browse:social:facebook_infinite_scroll:2018" desktop_system_health_story_set

Expected: browser goes to the login page first.
Actual: browser goes directly to the scrolling page.

I am currently working around this by specifying SKIP_LOGIN = False for recording and the removing it.
