<details> summary marker color doesn't update when CSS changes

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Hover over the details tag

What is the expected behavior?
Both text and the triangle should be red

What went wrong?
Only text is red, triangle stays black

Did this work before? No 

Does this work in other browsers? Yes

Chrome version: 69.0.3497.81  Channel: stable
OS Version: OS X 10.13.6
Flash Version: 

The color updates once you click and expand the details.

This works correctly in Firefox and Safari. 

Could be relevant to how the details marker is implemented in Chrome https://bugs.chromium.org/p/chromium/issues/detail?id=590014

muan@ Thanks for the issue.

Able to reproduce the issue on Windows 10, Mac OS 10.13.3 and Ubuntu 17.10 on the latest Stable 69.0.3497.81 and the latest Canary 71.0.3548.0 by following the given steps above.

This is a Non-Regression issue as this is observed from M-60 chrome builds.
Hence marking this as Untriaged for further updates from Dev.
