The white divider between "Sync as..." button and dropdown arrow is missing on Non-Retina displays

Issue description

Chrome Version: 69

What steps will reproduce the problem?
(1) Enable account-consistency flag
(2) Sign into Gmail
(3) Open user menu

What is the expected result?
There is a white divider between the "Sync as..." button and dropdown arrow

What happens instead?
The divider is missing.

Apparently this is an issue with Non-Retina displays. On my desktop screens and my MacBook Pro there is *no* issue, but when I test it on a
MacBook Air the issue exists.
