OS : Windows (7, 8, 8.1, 10), Linux(14.04 LTS), Mac(10.12.6, 10.13.1, 10.14, 10.13.6)

What steps will reproduce the problem?
1. Launch chrome, navigate to chrome://settings page and open one NTP.
2. On NTP, copy some text and hit 'F11' to enter into full-screen mode.
3. Right click inside NTP 'fakebox' and paste previously copied text in it.
4. Press 'F11' again to exit from full-screen mode.
5. Go to settings tab and observe focus ring around omnibox.

Actual Result : Unnecessarily blue focus ring stays in omnibox even after reloading the current tab.

Expected Result : Blue focus ring should vanish from omnibox after reloading or switching between the tabs.

This is a regression issue broken in ‘M-69’ and below is the 'per-revision' bisect information:
Good Build : 69.0.3496.0 (Revision : 576217)
Bad Build : 69.0.3497.0 (Revision : 576753)
