Regression : Tab focus is not around the Keyboard icon in Lock screen

Chrome Version: 70.0.3538.14/11021.11.0 dev channel Daisy,Kip,Reks
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> )Now at uber Tray select 'Accessibility' -> Select 'On-screen Keyboard' option -> Keyboard icon is seen at shelf
(2)Now click on 'Lock' option -> In Lock Screen press 'Tab' button until focus is seen on  Keyboard icon -> observe Tab focus is seen chopped i.e. Tab focus is not around the Keyboard icon 
(Please refer Video and Screenshot)

Expected: Tab focus should be around the Keyboard icon 
Actual: Instead Tab focus is not around the Keyboard icon 

This is Regression Issue as same is working fine in M-69

I believe tetsui@ recently implemented the button rounding, which likely caused this regression.
