Regression: Unwanted movement of Preview page is seen after toggling browser to fullscreen mode.

Issue descriptionChrome Version: 71.0.3548.0 (Official Build) Revision 94235d806bd7d3be1608cd07bf5118d2cb3f3187-refs/branch-heads/3548@{#1} (32/64-bit) OS: Mac(10.12.6, 10.13.1, 10.13.6, 10.14) What steps will reproduce the problem? (1) Launch chrome, open NTP and give 'Print' command on it. (2) Toggle browser to fullscreen mode then hover mouse on tab strip. (3) Observe Preview page. Actual: Unwanted movement of Preview page is seen after toggling browser to fullscreen mode. Expected: No such a movement should seen. This is a regression issue, broken in 'M-69', and will soon update the other info: Good Build:69.0.3494.0 (Revision:575514) Bad Build: 69.0.3495.0 (Revision:575926) You are probably looking for a change made after 575689 (known good), but no later than 575690 (first known bad).
