Regression: [Print Preview] Unwanted scrollbar is seen on 'Select a destination' overlay.

Issue descriptionChrome Version: 71.0.3548.0 (Official Build) Revision 94235d806bd7d3be1608cd07bf5118d2cb3f3187-refs/branch-heads/3548@{#1} (32/64-bit) OS: Mac(10.12.6, 10.13.1, 10.13.6, 10.14) What steps will reproduce the problem? (1) Launch chrome, open NTP and give 'Print' command on it. (2) On preview page, Click on 'Change' button under destination (3) Observe 'Select a destination' overlay. Actual: Unwanted scrollbar is seen on 'Select a destination' overlay. Expected: Scrollbar should not seen on 'Select a destination' overlay. This is a regression issue, broken in 'M69', below is bisect info: Good Build:69.0.3452.0(Revision:565144) Bad Build: 69.0.3453.0(Revision:565531) You are probably looking for a change made after 565145 (known good), but no later than 565146 (first known bad).
