Regression:[RTL]External link box appears chopped on chrome://settings/syncSetup

Issue description

Chrome version : 71.0.3548.0 (Official Build) Revision 94235d806bd7d3be1608cd07bf5118d2cb3f3187-refs/branch-heads/3548@{#1}(32/64-bit) 
OS :Win(7,8,8.1,10) and Linux(14.04 LTS) OS

Pre-condition: 
1. Set Force UI direction to 'Right to Left' under chrome://flags.
2. Sign in to chrome.

Steps to reproduce:
1. Launch chrome and navigate to chrome://settings/syncSetup.
2. Hover over 'Payment methods and addresses..' option or 'Manage synced data on ..'
3. Observe the external link displayed on the bottom RHS of page.

Actual Result  : External link box appears chopped on chrome://settings/syncSetup after RTL.
Expected Result: External link box should not appear chopped on chrome://settings/syncSetup after RTL.

This is a regression issue broken in ‘M-69’ and will soon update bisect info.
Good build: 69.0.3496.0
Bad build : 69.0.3497.0

Note: 
1.Issue is not seen on Mac OS.
2.Issue is also seen on Stable/Beta build #69.0.3497.81, Dev build #70.0.3538.9 and Canary build#71.0.3548.0

@tangltom: Could you please check whether this is caused with respect to your change, if not please help us in assigning it to the right owner.

Note:
1. Providing suspect through 'Change-Log' because unable to perform bisect using 'per-revision' and 'chromium bisect' script.
2. Tried performing 'per revision' bisect on multiple Windows, Mac and Linux machines but unable to perform the same since getting following error:
   (a) Error message on Windows and Linux OS : Unable to find locale data files
   (b) Error message on Mac OS:[Errno 2] No such file or directory error message
3. Unable to perform 'chromium bisect' script as issue is not reproducible on chromium builds.

Hi,

What exactly is the issue here?

We rearranged the order of the parts on the syncSetup page (WAI). Apart from that I don't see any issue.
Could you please clarify.
Update w.r.t comment #2,

The above issue is reproducible when 'Force UI direction' is set to 'Right to Left' under chrome://flags or when chrome browser language is changed to RTL language e.g: Arabic.

Alright. What I can see, this is not an issue of the settings page itself, but the browser. 

I unfortunately have no idea who is responsible for the link box. I'm sorry. Assigning back to you.

r576729 only applies to the NTP, so wouldn't be the problem here.
