Regression: [NTP] Focus get lost from gear icon on NTP.

Issue description

Chrome Version: 71.0.3548.0 (Official Build) Revision	94235d806bd7d3be1608cd07bf5118d2cb3f3187-refs/branch-heads/3548@{#1} (32/64-bit)
OS: Windows(7,8,8.1,10), Mac(10.12.6, 10.13.1, 10.13.6, 10.14) and Linux(14.04 LTs).

Pre-condition: Enable "Enable using the Google local NTP" and "New Tab Page Background Selection" flags from chrome://flags.

What steps will reproduce the problem?
1. Launch Chrome, go to NTP and press 'Tab' key till focus reaches to gear icon.
2. Press 'Enter' key from keyboard to open 'Customize this page' menu list.
3. Now press 'Esc' key to dismiss the 'Customize this page' menu list and observe.

Actual: Focus get lost from gear icon on pressing 'Esc' key.
Expected: Blue focus ring should seen on gear icon on pressing 'Esc' key.

This is a regression issue, broken in M-69 series, below is manual regression range:

Good build: 69.0.3473.0 (Revision: 570289)
Bad build: 69.0.3474.0 (Revision: 570647)

Using the 'per-revision' script providing the bisect result:

You are probably looking for a change made after 570432 (known good), but no later than 570433 (first known bad).

This is WAI because it gives the user a way to exit the menu without having to select any of the items.
