Regression: Dictation dialog box is seen misplaced at 90/270 degrees while rotating the screen in OOBE

OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build >> From OOBE/Ubertray >> enable 'Dictation'
(2)Press Ctrl+Shift+Reload to rotate the display and observe the Dictation dialog box at 90/270 degrees 

Actual:Dictation dialog box is seen misplaced at 90/270 degrees  while rotating the screen
Expected:Dictation dialog box should be seen middle of the screen

This is a Regression issue as same is working fine in 70.0.3511.0/10949.0.0 dev
