What steps will reproduce the problem?
1. Launch chrome,navigate to NTP and open devtools
2. Go to 'Sources' and open 'Snippets' and add one 'Snippet'
3. Now press 'F1' key to open 'Settings' page and click on 'Workspace' 
4. Click on 'Add' button and type any text in 'Folder path' and press 'Add' button and also click on 'X' close icon ,observe
 
Actual: 
1.Unable to add folder in 'Excluded folders' 
2.Unable to close Snippet window by clicking on 'X' close button

Expected: 
1.Should be able to add folder in 'Excluded folders'
2.Should be able to close Snippet window by clicking on 'X'close button

This is a Non-regression issue seen from M-70 series as 'Snippets' under 'Workspace' is introduced from build #70.0.3530.0
