Drag handle increases with any theme changing "background_tab" under "colors".

Steps to reproduce the problem:
1. Install a theme that modifies "background_tab" in colors
2. Notice the drag handle change height.

What is the expected behavior?
Drag handle height should not change from a color change.

What went wrong?
Drag handle height was changed unexpectedly.

Did this work before? N/A 

Chrome version: 69.0.3497.81  Channel: stable
OS Version: 10.0
Flash Version: 

I had a similar issue before with another theme, I was told it had to do with background tab shapes. I went about making my own theme not using any images, only colors and tints, however the issue still occurs.

I don't see how background tab images being changed, and changing a color value are related.

Would the be anyway I could change the color of a background tab without having this happen?

BTW: I already said I had a similar issue ;-)
