"Manage Passwords" Settings Page Broken on Windows 10

Issue description

Hello,


I experience a bug with Google Chrome Browser when I click to "Manage passwords" section twice. 

I follow these steps:

1-) On my computer, opened Chrome.
2-) At the top right, clicked More and then "Settings".
3-) At the bottom, clicked "Advanced".
4-) Under "Passwords and forms" clicked Manage passwords. Everything is okay, it shows password details.
5-) Clicked to back arrow "Manage passwords" at the top to come back.
6-) I landed to main settings page.
7-) When I click to "Manage" passwords under "Passwords and forms", it should show the password as step 4, but it does not. The page do not contain any information anymore.

What version of Chrome are you using (see chrome://version)? The current Chrome on Windows should have a slightly changed settings page: Manage passwords is now just Passwords and it is linked from the top of the settings instead of the Advanced part. It would be interesting to see if this issue persists after those UI changes.

Also, what happens if you go to "Addresses", then back and than again to "Addresses"?

If you create a temporary new account (Settings -> Manage other people -> Add person) and save a dummy password on some test page (e.g. https://rsolomakhin.github.io/autofill/), do you see the same issue for that new account?
