OS: Windows (7,8,8.1,10) and Linux (14.04 LTS)

Pre condition : Enable 'Google local NTP' , 'New Tab Page Custom Links' and 'New Tab Page Background Selection' from chrome://flags.

What steps will reproduce the problem?
1. Freshly Launch chrome, open NTP and click on gear icon and select 'Chrome backgrounds'
2. Now click on any collection and then select one background wallpaper and then click on 'Done' button
3. Now observe NTP thumbnail titles immediately after clicking 'Done' button
 
Actual: NTP thumbnail titles appear blur after clicking on 'Done' button to set background wallpaper
Expected: NTP thumbnail titles shouldn't appear blur after clicking on 'Done' button to set background wallpaper

This is a Regression issue seen from 'M-70' and providing the bisect info below:
Good Build: 70.0.3511.0 (Revision: 580407)
Bad Build:  70.0.3512.0 (Revision: 580755)

You are probably looking for a change made after 580419(known good), but no later than 580434 (first known bad).

Note: 
1.Providing suspect through 'chromium bisect' script,unable to perform bisect using 'per-revision' as it is giving traceback error on Windows and Linux OS.
2.Issue is also seen on Dev build #70.0.3538.9
3.Issue is not seen on Mac OS X(10.12.6,10.13.1,10.13.6,10.14)
