What steps will reproduce the problem?
(1)Recover build >>goto 'Choose your language & keyboard' screen and observe '&' symbol in the heading text

Actual: '&' is seen chopped in 'Choose your language & keyboard' heading text
Expected: '&' should be seen properly in 'Choose your language & keyboard' heading text

This is a Regression issue as same is working fine in 70.0.3511.0/10949.0.0 dev
