Regression: Arrow pointer is seen instead of Hand pointer on 'Learn More' link of bad password alert dialog

What steps will reproduce the problem?
(1)Sign into user and Sign out
(2)In Sign out screen, give a bad password 
(3)In Bad password alert dialog >> hover the mouse on the 'Learn More' link and observe

Actual: Arrow pointer is seen on 'Learn More' link.
Expected:Instead,Hand pointer should be seen on 'Learn More' link because it is clickable.

This is a Regression issue as same is working fine in 69.0.3497.87/ 10895.49.0 beta
