Regression: Tab Focus is seen chopped on the toggle button of Accessibility Settings when they are enabled

Issue description

Chrome Version: 70.0.3538.13/11021.10.0 dev channel Daisy,Kip,Reks
OS: Chrome OS

What steps will reproduce the problem?
(1)Recover build >> In OOBE,Goto Accessibility settings 
(2)By tabbing,bring the focus on any toggle button >> enable it and observe

Actual:Tab Focus is seen chopped on the toggle button of Accessibility Settings when they are  enabled
Expected:Tab Focus on the toggle button should not get chopped in enabled mode

This is a Regression issue as same is working fine in 70.0.3511.0/10949.0.0 dev
