PDFs don't reopen on the same page as when I closed the browser

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/67.0.3396.99 Safari/537.36

Steps to reproduce the problem:
1. Download any multiple page PDF 
2. Open it with Chromium
3. Start reading, say 20 pages in.
4. Close the browser/shutdown computer
5. Restart Chromium
6. Reopen tab that had the PDF in it.

What is the expected behavior?
PDF will be open on the 20th page, exactly where I left it

What went wrong?
PDF opened on the first page.

4. close the tab
5. reopen the tab.
