plus tab icon is not rendered properly on incognito mode

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Open chrome
2. Open an incognito window
3. Check plus icon

What is the expected behavior?
The Plus icon should be a perfect circule on incognito mode

What went wrong?
The Plus icon is not a perfect circule

Did this work before? N/A 

Chrome version: 69.0.3497.81  Channel: stable
OS Version: OS X 10.13.6

I did have same problem on Windows 7 64bit.
running latest stable version 69.0.3497.92 (Official Build) (64-bit)
