Unable to reopen the closed tab using mouse clicks

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Open chrome (fresh) from windows desktop or "start" menu
2. Open any three random websites
3. Close any one website
4. Try to reopen using mouse or trackpad ("Reopen closed tab" option is disabled)

What is the expected behavior?
"Reopen closed tab" option should be enabled

What went wrong?
Very first time, the option is disabled. Second time  it works! I've been seeing this behavior since 10 years now. Finally reporting the bug.

Did this work before? No 

Chrome version: 68.0.3440.106  Channel: n/a
OS Version: 10.0
Flash Version: 

Kindly write back to me at "sheshk11@gmail.com" if you are unable to reproduce this. I checked this with my friend's Windows laptop. Observed same behavior.

Thanks for filing the issue!

Unable to reproduce the issue on reported chrome version 68.0.3440.106 using Windows 10 with the below mentioned steps.
1. Launched Chrome
2. Opened few sample webpages
3. Closed one tab/webpage
4. Right clicked using trackpad to see the menu, observed "Reopen closed tab" option is enabled in the very first click.

@Reporter: Could you please check the same in a new profile without any apps & extensions and let us know if the issue still persists. Any further inputs from your end may be helpful.

I'm trying this again in my laptop by going "incognito". Still facing same issue.

Please see the screenshots for evidence (GC1, GC2, GC3). The "Reopen Closed Tab" is still disabled. Check my comments on the screenshots in red color.

Next, I'll borrow my sister's Lenovo laptop and check if the issue is observed there as well. Will update this thread.

I tried same scenario with my friend Navya's laptop. 
It worked on normal Google Chrome browser. But when I checked in Incognito mode, it does not work and I was able to reproduce issue in her laptop a well in incognito mode.

Incognito windows keep no history, therefore the reopening option is naturally *always* disabled there.
This is different (and working as intended) to your original report, when you said it was only disabled for the first right-click (in a history-available regular window).

As per comment#7, the history of incognito windows will not be saved, hence the option of"Reopen closed tab" is disabled.
