Mouse wheel opens the new tab 2-3 times instead of 1x

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/68.0.3440.106 Safari/537.36

Steps to reproduce the problem:
1. Click a link with the mouse wheel to open it in a new tab 
2. In 75% of cases chrome opens 2 or 3 tabs instead of one

What is the expected behavior?
Clicking a link with the mouse wheel should open the link 1x in a new browser tab

What went wrong?

Tried to test this issue on reporter chromium version 68.0.3440.106 and latest chrome 71.0.3549.0 Using Windows 10. Attaching screen-cast for reference.
Steps:
----
1. Launched reported chrome
2. Navigated to " https://chromiumbugs.appspot.com "
As we are navigating to Creating new issue page as per attached screen-cast.

@Reporter: Can you please review the attached screen-cast and let us know if we missed anything from our end and if possible provide proper URL to reproduce the issue. Requesting you to upgrade to latest chromium and retry with New profile without apps and extensions.

This error is not URL specific, it happens all for all links and websites.

As per comment #3, Tried to reproduce the issue on reported chrome/chromium 68.0.3440.0 and latest chrome/chromium 71.0.3549.0 Using Windows 10 & 7.
Steps:
-----
1. Launched reported chrome
2. Navigated to " https://chromiumbugs.appspot.com " and some other popular sites
As we are observed that mouse wheel opens the link 1x in a new browser tab

@Reporter: Requesting you to please check this issue with other browsers and also try this issue by creating new profile on chrome/chromium and let us know if the issue still persists.
