macOS fullscreen mode broken if video played fullscreen

Issue description

Chrome Version       : 69.0.3497.72
OS Version: OS X 10.13.6
URLs (if applicable) : N/A
Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari:
    Firefox:
    IE/Edge:

What steps will reproduce the problem?
1. Press the green button to go into macOS full screen mode
2. Start watching a video
3. Play video in full screen mode
4. Exit full screen mode

What is the expected result?
The browser should go back to the standard macOS fullscreen mode.

What happens instead of that?
The address bar, menu, and tabs disappear and cannot be recovered without fully exiting fullscreen mode. If fullscreen mode is exited and reentered, the problem persists until Chrome is restarted.

Five screenshots show the sequence of events. Actions to get from one screenshot to the next are as follows:
1-2. Press green button
2-3. Open a video and play it fullscreen
3-4. Exit fullscreen mode
4-5. Move cursor to top of screen

Thanks for the report. Can you reproduce the issue with latest Canary? I think we fixed it already there, but I am not 100% sure... Thanks in advance.

Is this related to  bug 879158 ?
iiuc, after step 1, you still can see the address bar and tabs etc.? After step 4, Chrome is still in fullscreen, but no address bar and tabs? If so, the fix at https://bugs.chromium.org/p/chromium/issues/detail?id=879158#c4 should have fixed this problem. Pls check the current Canary for confirmation. thanks.
This does indeed seem to be fixed in Chrome 71.0.3547.0 (Official Build) canary (64-bit).
