Chrome Version: 71.0.3546.0 (Official Build) canary (64-bit) (cohort: Clang-64)

What steps will reproduce the problem?
(1) Visit http://http-textarea.badssl.com/
(2) Open dev tools security panel.
(3) Type into the form
What is the expected result?
At step 2. the page says "This page is not secure."
At step 2. maybe say something about form entry?
What happens instead?
At step 2. the page says "This page is not secure."
After step 3. the page says "This page is not secure (broken HTTPS)."
Please use labels and text to provide additional information.
The page is not using HTTPS so for the security panel to say "broken HTTPS" is confusing.
