Chrome not remembering fullscreen when exiting and reopening

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_13_6) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36 Steps to reproduce the problem: 1. Open a window or tab on any website 2. Press the green button to go to fullscreen 3. Quit google chrome 4. Reopen google chrome What is the expected behavior? It should automatically start in fullscreen, which is how it was last left. What went wrong? It remembers window size when it was not in fullscreen, but it doesn't automatically start in fullscreen. I have to manually press the green button every time. Did this work before? Yes Chrome 68 Chrome version: 69.0.3497.81 Channel: stable OS Version: OS X 10.13.6 Flash Version: Using iMac 21.5 late 2009 (iMac10,1)

***Mass UI Triage*** We were able to reproduce this bug on latest canary#72.0.3615.0. This is a Non-Regression issue since seeing this from M60 #60.0.3072.0. Note : mac specific issue. Thank you.
