Infobar reappearance code broken in Duet

From "Settings > About Chrome"
Application version:71.0.3545.0
Operating system:8.0

URLs (if applicable):any page with simplified view

Steps to reproduce:
(1)enable simplified view in Settings
(2)enable new layout ("Enable LayoutNG" in chrome://flags ?) - this is interface with button bar on the bottom
(3)open URL and observe when simplified view is hiding/showing

Expected result:
no graphic glitches

Actual result:
in Pixel almost invisible, in S7 quite not ready for production.

Tested the issue in Android and able to reproduce the issue. 

Steps Followed:
Enabled LayoutNG flag from chrome://flags and Simplified view from settings>Accesibility

1. Navigated to chip.pl
2. Scrolled and observed glitches near simplified view bar

Chrome versions tested:
69.0.3497.86, 71.0.3545.0 

OS:
Android 7.0.0

Android Devices:
Samsung S9

Issue is seen from introduction of LayoutNG flag from M-69. But issue is seen more in M-69 but is seen little in M-71

Matt, can you help triage?  From the video it looks like part of the Overlay Panel Bar is transparent when there's a video behind it.
