regression: can't adjust volume for video/sound

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36 Steps to reproduce the problem: 1. open video file(mp4,webm..) or audio file (mp3..) file on new tab What is the expected behavior? can change volume when stay on volume icon, or mouve cursor to increase/decrease volume What went wrong? now I can't change volume, only mute. no volume control Did this work before? Yes Chrome version: 69.0.3497.81 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version:
