Cangjie IME juggles between Chinese and English mode on the omnibox when switching from US keyboard

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/69.0.3497.81 Safari/537.36

Steps to reproduce the problem:
1. Have the following system IME/keyboard settings installed: Chinese (Hong Kong) - Cangjie, English (United States) - US QWERTY
2. Set US as the default IME/keyboard
3. Open a Chrome window and focus on the omnibox. US keyboard should be active
4. Switch between US and Cangjie using Win+Space

What is the expected behavior?
Whenever the IME/keyboard is switched from US to Cangjie, Cangjie always defaults in Chinese mode (the character "中" can be seen at the taskbar tray area). This is regardless of the previous mode setting.

What went wrong?
Sometimes when switching from US to Cangjie, Cangjie will start in English mode (the character "英" is seen at the taskbar tray area) instead of Chinese mode, seemingly out of random.

Requesting clarification - if you've been using this workflow consistently, does this reproduce in other text areas, for example those on the web, or only for the omnibox? Thanks!

I just noticed a similar but slightly different behaviour with the Japanese IME instead of Cangjie.

Sometimes when switching to the Japanese IME, it starts off in English mode (instead of the usual Hiragana mode), but after you type a key it immediately switches into Hiragana mode for the upcoming input.

Able to reproduce the issue on Win-10 using chrome latest stable #69.0.3497.100 and latest canary #71.0.3559.0. Issue is specific to OS-win.
This is a non-regression issue as it is observed from M60 old builds. 

Hence, marking it as untriaged to get more inputs from dev team.

re comment 9: I don't recall this happening in the past though. I believe I started noticing this only a few days before I created this issue.

So it seems weird that you can observe this issue even on M60 builds.

Marking myself unowned, which along with #9 should make this available for triage. I don't have enough confidence in my IME usage to know what is expected and not for switching languages. thanks!

Non-regression, so marking as P-3 and available.

If it's a new effect, yet shows up on old Chrome versions, I wonder if something has changed in Windows to make this happen.  (Disclaimer: from this bug thread, it's not entirely clear whether it's new or not.)
